Landlord sealing 1/2 of my windows with Storm Windows?
Hey, I was just wondering if its legal for a Landlord in Pennsylvania to seal 50% of the windows in an apartment leased to a tenant with non-operable storm windows. One of these windows by the way is equiped with blow-out glass which will NOT break.
1 Kitchen Window
All 3 Bedroom Windows
and my Living Room Window (only one)
are now sealed.

If the landlord is paying for the heat and their is no restriction in the local code it may be okay for him to do it. If he will not listen to your position that certain windows should not have the storm covering, a strongly worded letter from an attorney might do the trick. I offer free consultations.

I would check with your local building code office. They can let you know if this is a code violation. Your lease should also be reviewed to see if there is a clause relating to windows.
