Are there any laws governing the use of commercial dumpsters in residential areas? I live in a neighborhood with one businesss and that business has trash piled up around the dumpster, which is not hidden from view of the surrounding houses. Trash has blown from the dumpster into surrounding yards and water spills from the dumpster when it is replaced. And it stinks in the summer. Thank you.
