Lease Purchasing Property

I own property. I entered into a lease purchase agreement with a realtor 4 years ago. He paid me 200 a month for 2 years. At the end of those 2 years, he was supposed to give me a lump sum payment for the balance due on the property to purchase the property. We had a contract, since he cannot afford to buy the property himself, he has been trying to sell it, to no avail. He has a renter living in the house and he has been collecting rent from this person. What can I do to get my money from this man. There are utility and taxes due on the property which according to our contract, he is supposed to pay. How can I get him to pay what he owes. He definitely breached our contract because this was supposed to be over in 2007. He keeps telling me that he has found buyers for the house and then the buyers change their minds before we go to settlement. I would appreciate any advice that you can give me.
