Legal Question in Real Estate Law in Pennsylvania

Can someone who is leasng a property sell it to me even if they aren't the original owner. We are using a VA loan and want to know if this is even possible..?

No it is not possible. Only the legal owner can sell the property. Don't give your money to this person who will just rip you off.
