Legal Question in Real Estate Law in Pennsylvania

I have a legal question. I have an adjacent homeowner who has built a home in the last year or so. During this process he has altered the land and water runoff. As a result of this I am now have 100 of gallons of water runoff come at my property. They have tried to divert it but it is just to much water. And this past weekend it flooded my yard and home causing hundreds if not thoudands of dollars worth of damage. I understand that PA follows Civle Law when it comes to property disputes, do you have any advice on this issue?

First, Pennsylvania is a common law state. Next, talk to the neighbor to see if he is aware of the situation and what if anything he'll do about it. If talking doesn't work then its time to find a lawyer and have it decided in the courts.
