Legal Question in Real Estate Law in Pennsylvania

legally obtain home

my mother up and left her home with a stack of overdue unpaid bills for my brother who lives with her to pay. she states she is not coming back and he can do what he wants with her stuff (sell or give away etc.). We still dont know where she is of if she is really comeing back or not. the local police havent got back to me on my recent calls about her being ''missing''. My question is, now that he has everythign up to date and paid in full, what can we do to legally get the house transfered into his name in the event that she does come back now and wants him to leave since the bills are all paid if she is not there to sign anything or transfer it. i'm just looking out for him since he has paid almost $2000 in back bills.
