Legal Question in Real Estate Law in Pennsylvania

Live in PA. Bought a house in town. Our lot runs from a street to a alley. Toe the left of hour lot there is a house which lot runs from the street to half way to the alley. Behind that house is another house which has a lot that run as to the alley. We have a garage in the alley which is next to the house on the alley. That house has a sidewalk and steps leading to the alley. They had a survey done and according to it there is a drilled hole in the steps for the property line. That sidewalk has been replace. That house is presently for sale. The present executor removed the railing from the steps and those steps are very step. Since part of the steps and sidewalk are on our property can we be sued if some falls and gets hurt. Can we force them to move them? We bought the house in 2009 and just found out about this survey that was done in 2002. We had no idea until now that the steps and sidewalk we're on our railing.
