Legal Question in Real Estate Law in Pennsylvania

I live in Pennsylvania I am having a fence built due to neighbor issues. Development & township rules state the fence must be 6 to 8 inches within my property lines. Can my neighbors connect to my fence without obtaining my permission to connect? We are not allowed to have double fence lines between properties

Probably not because they would be enclosing part of your property with in their fence.
