mechanic lien

I had a contractor say that he was not paid for work done at my rental property,with no contracts, he then filed a mechanic lien against me never perfected his claim the first time, then he filed another one. can he legally do that?

Whether it was legal to file one isn't the question as he filed it.

If you feel there are grounds that he should have filed it you need to file a motion to strike. That will give you a forum to determine if the lien should be upheld or stricken.
