Legal Question in Real Estate Law in Pennsylvania

If the Mobile Home Rights Act states I must notify of eviction by Cert/Reg mail, can I send it by constable and be one step faster and just as sure they received it? Or is there something magical about certified mail?

Proper service can be made by anyone over 18 not a party to the suit serving the other party personally. Certified mail is acceptable but not the only method of service.
