my neafue was killed and he had a house he was fixing up . even tho he did not leave to no one his mother contuion to fix it. can she have the deed change to her name.

If he had no spouse or children, his mother would be his legal heir.
I assume you mean that he did not have a Will. I also assume that he was a resident of Philadelphia PA.
His mother may probate his estate by going to the office of the Register of Wills in City Hall. The staff there will tell her what to do. She will need an original death certificate, and her own ID.
