Neighbor Harassment

I've lived in my home for 30 yrs., have my own driveway and my driveway connects to a 50' piece of property used as a road. All the neighbors including me do not own this piece of road/land. I was the only one to have used it for various situations. This was never questioned. There was a home built about 9 yrs. ago and that person uses this road and doesn't want me to access it anymore. He doesn't own it. He has put boulders, an abandoned car, piles of snow and ice, a pontoon boat at various times to block me out. The owners have told him to remove those things except this last time. We are all frustrated. What can I do? Is this some form of harassment? This has been going on now for almost a year. Previous to this, it was never an issue. He secured a lawyer to gain exclusive use from the owners. We have not. No decision has been made yet.
