Legal Question in Real Estate Law in Pennsylvania

I have a completely unapproachable next-door neighbors who have run pipes from their sump pump through their basement window up against my aluminum fence. During the cold months, I believe through expansion/contraction of the ground, and the constant pumping of basement water, three sections of my fence are seriously buckling. Do I have legal recourse for their inconsiderate actions? We installed an in-ground pool 4 years ago and incurred over $6K in additional expenses installing drainage pipes that lead to our front yard so as not to have our neighbors be negatively affected by drainage due to our pool (their home always had basement water - the fire dept had been there pumping the water out 4 years before we installed the swimming pool.) I do not feel that we can speak with them about this at all; they will not even look at us when we meet face-to-face. I would prefer to take legal action if possible.

These cases are fact sensitive itr is possible there may be legal recourse under a tresspass or nusance theory. Your best bet is to consult with an attorney.
