Legal Question in Real Estate Law in Pennsylvania

overdue security deposits

It's been more than a month since I and my roommates moved out of our old apartment and none of us has received our security deposit. I was under the assumption that he had only thirty days before he had to either refund our deposit or notify us in writing as to why it was taken. Is this true and if so what can we do next?
