I have a a paper road on my property.The city years a ago wanted to build a orad threw my property but have never done it and now I would like to build on it.How many years do they own the rights to my property or do they lose the right to build on property after so many yrs

The City has to give up its right to build a road and record a document removing the "paper" road from the property.
