my parents wills have not been probated and my niece has been living in their house since they passed away and has not paid the property taxes. a collection agency sent letters to myself and my sister stating that we need to pay the back taxes. is there any we can do about it

Unless your niece has the wills and is named the executrix, it is your responsibility to probate the wills and administer the estates. Once the estate administration has paid all debts and taxes owed by the estates, the property may be transferred to the person[s] to whom it was devised by the wills. The owner may then go to court to eject your niece. You should be communicating with the collection agency and the taxing authorities, and, if you want to keep the property, you should arrange to pay the taxes.
