Partial withhold of security deposit for carpet shampoo

At the time I gave my 60 day notice to vacate the apartment, I was given a detailed list of items to clean in the apartment. All areas were cleaned as the list required.

The landlord withheld $80.00 for carpet shampooing and on the paper returned with the refund check did not specify anything other than "carpet shampoo". I was told verbally by the office personnell, it was because I had cats.

Question, the apartment was cleaned thoroughly when I left and the paper received from the landlord did not specify any damages as there were none, can they legally withhold money for shampooing the carpet?

Are there any timeframes as to how long I have to fight this matter?

I tried to look up the PA statute 250.511a-512 but it was not on the net.
