Part-owner failing to pay equal share of bills, taxes

I and two other individuals own a house in a neighboring county. All but one of us equally shares the financial burden of paying property taxes, as well as maintaining the house and property. We maintain the lawnscaping equipment, as well as utilities, insurance, etc. The third partner will not financially contribute to any of the aforementioned bills. I was told that he is not financially culpable. Is this true or can I demand that he pay his fair share?

Did you all develop an agreement as to how this property was to be shared?

If there is no agreement you may need an attorney and court assistance to have an equitable agreement enforced.
