Past due bills

Can a sewer company legally send a past due bill to the current/new owners of a property?

One might ask why that wasn't resolved at closing?

There were supposed to be final meter reads and adjustments for prepaid utilities and taxes.

I agree with Attorney Davidson. I would have expected that to be resolved at the closing. You should look at your closing papers and see if that was paid.
