im in philadelphia living in a foreclosed building that the bank owns..im 3 months behind on rent because i lost my job im trying to get on a payment arrangement ..my land lord called and said the sheriffs will be here in 60 days to change the locks and move me out ...i haven't got any notice in the mail yet...can they do this and how long do i have to get the money together??

Depending on what your lease says you might not get a notice to quit. In any case be they change the locks or use any other self help action. There needs to be a hearing on your eviction. At that time if you can pay the back rent and are up to date you can stay.

Whoever the owner is now, they cannot just tell you to leave. There has to be an eviction lawsuit, and you do not have to leave until an order has been issued by the court and the sheriff has been ordered by the court to move you out.
You should have written notice according to the eviction law at every step of this process.
You may be able to negotiate with the owner for a "cash for keys" - that you'll leave sooner and turn in the keys, and they'll pay you some amount to assist you in your move. This is not a right you have, but the owner may not want to go through the hassle of the eviction process.
