If I am the primary borrower on a house mortgage, is my co borrower allowed to keep me from moving into my house?

Regardless of who is on the mortgage, it is what is on the deed that is controlling. To whom is the house titled? If titled to your solely, then the answer is clearly no. If titled to you and the other person jointly, then the answer is still no as you both have an equal right to possesion and use of the property.

If you are not on the deed and the house is solely in the other person's name, then yes, he/she can exclude you. However, if you are on the loan, it would not make sense that you are not on the deed as well.
