Property Damage
The previous owner of our house and property built a retaining wall and fence on the property of the home behind ours. The fence and retaining wall fell into the neighbors yard. Am I responsible for this event.

If you are not responsible who do you think should be? You don't say how long you have owned the property but unless you bought the property in the very recent past it is your responsibility to maintain the property.
