Do Property Owners have any rights with Neighbor Landlord?

Do homeowners have any rights regarding a landlord that does not provide adequate(none)parking for a total of (6) apt's in two buildings. There is no zoning in the borough in which I live. It is a residential neighborhood with primarily single family dwellings. There is limited on street parking and I only have room for one off street space.I am land locked in the rear of the property.Do I have any recourse against her?

You have no recourse unless your lease provides for parking
