If a property is purchased at judicial tax sale and a lien shows up does therein stay with previous owner or new owner

I think properties sold at a judicial tax sale are sold free and clear of any liens, judgments or encumbrances. What kind of a lien is it? If it is a judgment it would stay on the person who it was entered against.
