If a person puts spikes on a public sidewalk curb in front of their house in order to prevent skateboarders from skating on the curb, and this results in a flat tire for someone trying to park in front of the curb, is the person (who put the spikes on the curb) liable for the costs associated with the flat tire?

You asked about some idiot that placed spikes on a curb to deter skateboarders.

Yes, the person is responsible for all damages that reasonably follow from their own stupidity.

Moreover, the property owner should be reported to the zoning enforcement and police for the locality. The spikes are illegal, no matter how they are constructed. Sidewalks must be maintained by a property owner in a certain fashion and NO deviation is permissible. If any persons were injured on these devices they would have both civil and criminal claims against the property owner.
