what can i do to purchase heir property when the owner died 28 years ago and had a will; however, all of the heirs listed are also deceased?

The estate of the property owner had to be probated and administered according to the will. Then the estates of the deceased heirs would have to probated and administered. Only then would anyone have the authority to sell the property.
