i purchased a house in Pennsylvania from a bank they said the house was winterized but when the water company came everything was frozen including the meter and all the pipes busted is their any legal action i can take against the bank

It depends: Did the bank "say" it in writing? Were there written disclosures of the condition of the house? warranties? how long ago did the bank make any representations? how long ago did you inspect the property? when did you close on the property? All of these factor into your rights.
