Real Property Manager vs. Property Manager

I reside in NY but own a few properties in Pennsylvania. I can't afford to hire a Property Management Company. Do I need to have some type of license to manage my own properties (collect rents, make repairs, etc.). If I hired a few people to assist in the management of my properties would I be running a property management company? Is there a difference between ''property manager'' and ''rental property manager''?
