Go check with the law library at the county court house. You research will likely be book based rather than online. The good news is the books are kept up to date.

lexis.com will let you use a credit card to download cases.

Mist counties have a law library where the cases may be available.

The Pennsylvania courts web site also has some recent decesions on line for no charge.

Good luck to you.
