Legal Question in Real Estate Law in Pennsylvania

We returned a sec dep , minus deductions, to former tenants within the 30 days as per law. We sent it to the tenant certified mail restricted delivery to the address furnished by the tenant. After attempts by the post office to deliver it was returned to us. What happens now?

Most people don't claim cerified mail as usually it's not the check from Publisher's Clearinghouse. You should send such thing regular mail. If you want you could pay to get a proof of delivery.
