would i need to hire a lawyer if the seller of the house has one already and the seller will also be my next door neighbor?

The lawyer for the seller represents the seller not YOU. The fact that the seller will be your neighbor isn't relevant.
Buying a house is probably the most expensive purchase you will make. Anything overlooked now could come back to haunt you in very expensive way some time down the road.
So save a few hundred dollars today and maybe everything will be ok. If not you will need a lawyer and it will be much more expensive at that point.
Besides how do you know you are being given good title? How do you know there are no hidden defects in the property? Those are all things a lawyer will do for you. With no lawyer you will have to do them yourself.
So to buy anything that expensive and complex without an attorney is false economy.

Yes. If you are financing the purchase the bank will provide one. Even if you are not financing the purchase and the property is being sold at a low price, you should have an attorney at least to do a quick title abstract.
