Legal Question in Real Estate Law in Pennsylvania

I have a semi detatched house, The borough of Steelton, will be condeming my house tomorrow (11/8) at 11 am. I live at 207 lincoln street in Steelton, and my neighbors's house 209 lincoln street was condemned because my neighbor won't fix her sewage problem. The steelton borough is now going to condemn my house because when i flush my toilet, it goes into my neighbors basement an the water that is in her basement is going into my basement. I'm being kicked out of my house because of my neighbor's neglect and the bank's neglect, from what I have gathered, is owned by Wells Fargo and i can't get any answers on how i should proceed with this problem. The Steelton Borough is giving me 30 days to get out. I can't afford to just up and move. or afford retainage for an attorney

Not enough info here to answer, and answer is probably too complex to answer here. #1 - ask town what you have to do to fix sewer on a neighbor's property, and tell them you will make repairs. #2 - sue the neighbor for failure to maintain -Banks have money to maintain their props. You SHOULD hire an atty. If you can't fix, or hire an atty, you will end up losing the house. - Sorry.
