A street on a map between two houses can anyone take control of it if nothing is there

Generally this might be in the control of the municipality you are in. If there is an actual street then someone is maintaining it. If it is a privaate road or street then it is most like in the deed of one of the adjacent oweners or possibly all if they came from the same property and were later conveyed separately. Sometimes there are paper streets on maps owned by municipality that are there for future development sometimes the paper street area can be acquired from the municipality or owner. i suggest you go to zoning office or municipality property office and see who owns it or if there is an easement.
