I would like to know if a management company overseeing a federally subsidized housing complex has a legal obligation to make the living enviroment safe, free of drug use and sales, people partying all hours in the parking lot, and are there any legal steps I can take to make them provide safe housing with out drug sales and people staying here that are not leasees , but are unpaying guest of other tenants ? thanks

Generally, tenants have the right to "quiet enjoyment" of their rented apartments. If the owner has delegated management to a management company, that company should also be responding to a situation such as you describe.

You should be registering your complaints about the abuses taking place, so that the landlord and its manager have an opportunity to respond.

Obviously, drug use and sales, and disturbing the peace, are already against the law, and you may also wish to call the police at the time of any incident.

A private landlord, even one who receives government rent subsidies, does not have law enforcement powers, but should be requiring all tenants to adhere to rules and regulations for the benefit of the residents and for maintenance of the property.

You should consult with a landlord/tenant lawyer who could counsel you about your rights.
