Legal Question in Real Estate Law in Pennsylvania

i have told my landlord 3 times about witnessing my downstairs neighbor selling crack , being loud and keeping not only my 2 year old son awake , hes also woke my 4 week old daughter , i smell crack all the time. i will admit i stomped on the floor to be like quiet down but now hes threating to kill me and my whole family and all the landloard has to say is pay your rent then well work on that .. i read that i dont have to pay till he fix's problems , this one included ... how do i fix this
