Legal Question in Real Estate Law in Pennsylvania

What can I do there's a tree in the alley next to my house its not on my property but it's destroying my foundation in my backyard the semen is coming up from the tree I called the city the city of Philadelphia says they are not responsible for the alleys they said the home owner is responsible have called the owner of the house which is now a vacant lot the owner says it's not their responsibility I'm a homeowner what can I do

You may have to file a civil action against the owner of the property for trespass or nuisance action or if it is an emergency perhaps an injunction action all of these can be expensive. Best to discuss this with an attorney during a consultation.
