vehicle titled to seller and not to owner

Mobile Home (as in Mobile Home Park- a fixed structure on rental property) purchased through a Realestate Company. Bank Loan was paid in full and received a Notarial Release Letter (of encumbrance) from Bank in lew of a Title due to ''Bank from which the Loan was assumed did not forward the Title''. Application to Harrisburg for Duplicate Title was rejected because the Title is named to the Realestate Company from which the Home was purchased and NOT under the Loan Purchaser.

If the Real Estate Company won't change the title, you need to speak with an attorney to file an action in Common Pleas Court to have the title changed. I offer free consultations.
