Legal Question in Sexual Harassment in Pennsylvania

Is it legal for a 15 year old (who is about to turn 16) to date an 18 year old who is only 2 years and 2 1/2 months older? And they were in a relationship for 11 1/2 months before the 18 year olds 18th birthday.
