Legal Question in Sexual Harassment in Pennsylvania

In School touching

My daughter, age 15 has been touched, rubbed @ verbally assulted by a male fellow student. He is of same age @ class. This has been reported last year @ still has been allowed to continue this year. We now have witnesses @ I have gone to the administration. This student has a long history @ is under psych. care but the school does nothing. We meet your TiTle IX law. Do I sue? How do I find a locale lawyer. Thank You.
