Possible fraud
How do I report possible fraud? I live in an apartment building with a man who is receiving disability. He walks up and down two flights of stairs to retrieve his mail and go back to his apartment.

You have NO idea what the guy's disability is, do you? There is more than one kind of disability. People can be disabled for mental, physical, other reasons. So, if ya don't know what his disability supposedly is, you can't say walking up and down stairs amounts to fraud.

So are you saying that Disability should be awarded only to people who cannot walk!!!???
A Disability may effect many different physical and mental abilities. Mind your own business.
