Legal Question in Social Security Law in Pennsylvania

Request for SS No. by Law enforcement agency

In preliminary hearing I plead gguilty to Harrassment. By law fingerprints and other information was taken including SS No. Law enforcemeny agency did not follow SS or Privacy Act guidelines by informing me of the Statute, if information was voluntary or mandatory, etc. Now I am attempting to see my record per Privacy Act and Right to know laws. Must the Law Enforcement agency grant my request to view my personal records they have and should they have followed the Privacy Act requirements?
