Legal Question in Social Security Law in Pennsylvania
what if some one who is on social security disability is working odd jobs and that persons spouse is spending the money or paying bills out of a joint account with that money if the spouse turns the other in for working can the spouse get in trouble as well for knowingly spending the money?

If you are collecting SSD, you are obligated to advise the Social Security Admin. that you are working.
Not all work is considered gainful employment - or will result in a trial work period.
Your spouse will not be in 'trouble' for spending the money.
