Is there a federal law that requires IRA trustees to provide an option, to their customers, of sending an RMD to a charity as a qualified charitable distribution?

That's a great question. My experience guides me to say the answer is 'no'; that would be an optional provision which might be included in the plan documents, but not one which is required. But honestly it's not a question which I've ever looked at, and I'm not inclined to research that question as it's so narrow. A great question though.
Good luck.
