Legal Question in Tax Law in Pennsylvania

Paupers Act for back federal taxes
Very deep in debt with back taxes and was told about an act in which back federal taxes could be bought out. I was told it is call the "paupers Act". Also I'm concerned about the whether this is completly legal. Thank you for giving time to my question.

No Such Paupers Act

There is no such act. You might be referring to what is called an Offer in Compromise
