Legal Question in Tax Law in Pennsylvania
My Sister and myself own property. She stopped paying her half of the taxes in 2011. I even had to pay the penalty. I pay all in full now and send her copies. She has not responded since 2011. In the passed she would over use the excuse that the mailman didn't deliver that. I am guessing that this would again be her excuse since I have not had anything returned mailed back to me. What legal rights do I have?

To what? If you are talking about property taxes, then she is going to do this again. It would be better not to own the property with her anymore. Either she buys you out, you buy out her share or you both agree to sell it and split the proceeds. In figuring out what is owed, you can deduct/add (whichever is appropriate for what you are doing) what you are owed for your sister's fair share of the taxes from 2011 till now. If neither of you can agree on one of the above options, then I would go to a real estate litigation lawyer who practices in the county where the land is located and see about a partition action.
