Legal Question in Traffic Law in Pennsylvania

i had bought an 1986 enduro motorcyclcle as a private bill of sale (not notarized) i bought it to ride as a dirtbike for around my house now i want to title it. I live in pennsylvania an completed a dl-135 to get the history in the bike which has the owner, and last time the bike was titled which was in 1998 and if the bike was stolen i tryed to get in touch with him but he moved. The woman that lives there now says se keeps getting call collectors for him. So I don\'t think that he will be so willing to put in for a duplicate title for me. So my question is how can i get a title for the bike? Any advice would be great!
