Legal Question in Traffic Law in Pennsylvania
I was following a bus, and the driver stuck her arm out and waved it to indicate that she wanted me to pass her. I chose to stay behind her, as I was in no hurry and had no problem stopping when she picked up passengers. Can I be fined/sued for staying behind her?

I don't really see what law you broke? You were in traffic proceeding at the same rate of traffic. I think you are going to be fine. If something comes in the mail like a citation, (which I highly dought) just call a lawyer who handles traffic related offenses.
