can you have charges dismissed if...
I heard that you can have charges dismissed on a traffic violation if the prosecution rests before identifying you by name and pointing you out physically as the defendant? Is this true? and if so, what's the law that says this?

The Court calls the case by name. The Court will have you identify yourself. All the officer or trooper has to do then is tetstify the defendant did whatever you are charged with. As by responding to the call of the case you have identified yourself as the defendant.
