Correction

When filing for an appeal to a traffic citation(speeding) that was signed and paid for without knowing the ramifications, is it possible to have the conviction overturned or at least modified?

If you paid a ticket in Maryland, then the submission of the ticket along with the fine is an admission of guilt and the points are reflected on your driving record. There are many reasons for not doing this and facing the charge in court, namely that you stand to receive a probation before judgment for which no points are assessed and your insurance is not increased. If you received the ticket in Pennslyvania under a Maryland drivers license, you should contact an attorney in Pennslyvania to address your possible actions in a Penn. court.
