Legal Question in Traffic Law in Pennsylvania

I just found out a bench warrant was issued in 2001 because of an "obstruction of view" traffic judgement in NJ that I didn't pay. Isn't there a statute of limitations for this kind of debt? Am I legally obligated to pay this debt? I live in PA.
